It's not because it's Barcelona, it's because Messi signed a contract to be the face (or rather... the back of the head) of Fifa. Not sure when it expires though, as he was the face last year too xx

I think he was more referring to the Barca Steelbook available at Amazon.fr

I would prefere to have a steelbook of Borussia Dortmund, I can't understand why in countries like france, italy, spain there are steelbooks with club covers but not in countries like england or germany or the netherlands for example.

I have a theory that it has something to do with the competition PES creates in most of these countries. I know that Spain has always had a big fanbase in Spain, and I think Italy too.

In England you'd think they'd make a mint of steelbooks, but people will buy the game anyway. Think in France and Italy they have just really tried to target the market by offering club steelbooks.
