You can buy the NeoGeo and get all of the KOF series (1994 to 2003), always fun to play the arcade in your very home :P

Consoles aren't that expensive, it's the games that cost heaps. Having said that, the Japanese versions are generally cheaper than the US/PAL copies.

Any idea what the envelope is with the wax seal?

I don't see it in the non-China version but unfortunately can't read what it is.

Looks like a nice CE overall although I most likely won't get it as it's not my kind of game; nowadays I'm starting to lean towards CE's like this due to a combination of running out of space, the prices soaring upwards and so many with figures in the past year or so have been disappointing.
