No retailers from outside the UK are listing this yet but the official press statement from Sony and ND does include that the Joel and Ellie Edition will also be available in Australia and other European countries.
I also found this about UK retailers:
"You can choose between The Last of Us: Ellie Edition which will be made available exclusively at GAME or The Last of Us: Joel Edition which will be made available exclusively at Tesco and independent shops."
