Finding a used copy is hard enough, and these are still frigging sealed!
Like I said, last time I managed to find several copies of it like a year and a half ago or so. Sold those pretty fast to members of this forum. Can't be certain that I will find any more copies in the next 2 years
So yeah, RARE
PS: Kian is probably right about the 4000, since that number is the minimum requirement for Scanavo (company that makes Steelbooks) to accept a production order.

The MOQ (minimum order quantity) for steelbooks is 4000 for G2 steelbooks but 8000 for G1
There has only been 1 recorded G1 steelbook that had less than 8000 units produced and that was the SDCC Sucker Punch DVD steelbook and was a completely isolated case, not too mention that it was made with metal that didn't pass Scanovo's normal Quality control standards for steelbooks (i.e. it was made with scrap metal)
Scanovo are point blank not going to make less than MOQ for a regular retail release like this regardless of what country it's in.
That being said people often mean "Ultra Hard to find" when they say "Ultra Rare" and I could very well see this as being incredibly hard to find, just not that limited
Stickerbooks are far, far more limited but are often not that hard to find
Steelbooks are a funny thing
