I played through the entire campaign and there is no reference to a taxi cab nor does the number 31 appear in the game
I have yet to play a side mission in the game (today I will)
But I don't know
I know it is a gun skin which is to say you can have an identical gun to this in the game
EDIT
I have finished judgment and no mention of car31 nor did I see a taxi cab or anything in the play through
Maybe it will be in the first DLC
The story is looking to be building to something very good
