Yes it was a pre-order bonus but,what they did was put the sealed game in a little baggy with the steelbook then seal it up together. They only way to get the steelbook was to pre-order the game or hope that had leftovers. Unlike other steelbook pre-orders such as Bioshock Infinite the Gears of War steelbook wasnt just handed out seperately when you got the game

Average price of AU$30 delivered to me is just for the steelbook only,no game at all. Have seen some selling for AU$40-50 for just the steelbook & postge not added on. See links below,sellers may just send straight to you if you ask nicely
