only if you declare the value of the item on the outside of the package.
It's a catch 22 situation, you leave the value lower than the threshold/don't put it on at all, you don't get customs charges.
The item goes missing in transit, you don't get compensated for the loss as the value wasn't declared.
Either way, you're fecked.
Technically less so by not declaring, as it's not likely to go missing, but in the off chance that it might, as I said, you're fecked xx
