Some collector's aim to have an entire collection that is sealed and immaculate (where things were originally factory sealed) and there are also collectors who would prefer sealed ont he basis that it is less likely to have any marks or scratches than an open one even if their plan is to open it themselves 
Hence an auction for each of the two above would finish higher (in normal circumstances) for the sealed one though the number bidding at the end would be small....

Collecting sealed steelbooks is pretty silly imo. The seal may protect against major scratches but it sure as hell isn't gonna protect against dents. You may have a busted one under the seal and not know about it.
I don't mind buying sealed ones but almost always open mine to ensure that the steelbook is perfect. Also if it's sealed and especially with slip covers, you can't fully appreciate the different effects of the artwork nor feel the different textures.
