I believe it's the box and manual which is in Foreign for the non-UK release of Space Channel 5 Part II. I think the actual game disc has a language select, although I can't be 100% sure on this as A) I have the UK version; and B) It's sealed
My copy is entirely in English though, so any non-UK variation would be obvious by the non-English back cover
The Wikipedia article on Space Channel 5 Part II via the Space Channel 5 page (

I managed to get hold of a UK copy at release from an indie store who had aquired a batch and neglected to return their stock
NB: The above article also confirms that the game disc has multiple selectable languages
