There are a number of things wrong with that fear I hardly know where to begin....
1. MS sold out of the Pin Ultimate Edition and had to produce more... they did this 3 times so I would suspect that interest is actually quite high
2. As far as interest among people who bought this edition to actually buying the pins. No one knows what the interest is because none of the pins have been made available yet... but judging by the overwhelming interested in the Pin Ultimate edition I would suspect that interest is quite high. Many people who don't even own the edition (or even an Xbox One) have expressed interest in buying the pins which is why they're being made available for sale even for people who didn't buy the edition.
3. MS isn't making the pins, nor did they design or even come up with the idea for the Pin Ultimate edition... Penny Arcade did. Microsoft has licensed the KI characters and design to Penny Arcade. Penny Arcade will be making and selling the pins no matter what Microsoft does... Microsoft would have to not just give up but completely REVOKE the licensing deal that they've made with Penny Arcade... which would mean they would have exert all kinds of extra legal effort and spend tens of thousands of dollars in order to make the pins not happen. I just don't see that as a likely possibility.
4. Penny Arcade has made it clear that they want to work with other game companies to produce officially licensed pins for other games. Killer Instinct is their foot in the door. Penny Arcade has a very VERY strong interest in making sure this happens and is successful because if it fails then it kills off a substantial marketing and money making opportunity for them.
5. Microsoft sold this product as a Meta-game where you can earn real items for playing this game... this is not a "promotion" it's a product... I paid $60 for the privlage to earn Pins... if they "cancel" this they're going to have THOUSANDS of very angry customers who will want their pins or their money back. It would be equivalent to them just permanently pulling the servers on a game that is only a few months old without warning. Given all the shit Microsoft has dealt with so far this generation, it would not go very well for them.
I'm not saying it's impossible... but it's so very far out of the realm of likely possibilities that I just don't see it happening.
