I have only ever seen 2 of these for sale and I have had both of them and the second one was not sealed or complete like this one... so they "seem" to be very rare.
The internals of the envelope have some pieces that look similar to the CE but they are not the same. They are slightly different and are not made of that cheap thin wax type paper like the CE, they are more like litho paper from what I saw when looking at Swifts once before sending it off.
