Gemini, this practice of "not sealing" playstation titles happens a lot in the US. In fact, almost every single special or collector's edition release I've bought here (Eastern North America) has been either completely unsealed, half sealed or poorly sealed. 360 titles on the other hand are always sealed with great care. I think the problem in regards to Sony game products not being sealed belongs to Sony (and it's various divisions respectively to different degrees: SCEA, SCEE...). That's my experience.
