Nobody can confirm the number of tomahawks as they are not numbered and ubisoft cannot comment (as far as I can find out)
Thedeclerationsnwhere intended to be handed out at midnight opening/launch parties in France and as you queed up you was handed the declaration and as you got to the front then you had your name signed on the deceleration and an ac3 wax seal was pressed into the bottom of the page,
There was people who took the decrelartion but didn't want to wait to get it signed and sealed so they have the unsealed /stamped version without their name on it, also some ubisoft employees had a few without their names on them remains left after the event and they just took them and didn't get them sealed or signed
That answers questions 1 and 2 from the assassins creed oracle

There is an unknown number of those as they where comp prizes and random promo items for small events like launch events and press events (this foam tomahawk information is very sketchy so don't require as gospel) but nobody seems to really know where they came from, therefore not tied to one specific event but lots of smaller places and events and not specific to ubi france as some have turned up in piland and czech and holland and belgium
