Like the PS3 before it, the PS4 has hard and fast region rules--meaning they apply to everything.
Games are region free: You can plop a disc in to any system and use any account, and they will work.
Gamesaves are region locked: If you've been playing a game from your own region (NTSC because you're in Mexico) and you finally get that awesome import version of it you've been waiting for, save that old disc! Saves only work with the same region version of the game.
DLC works the same as game saves: If you get an import version of something that has some DLC, you are free to use it on an account of the matching region. They will not work in accounts from other regions. You can then set your PS4 as the main one for that extra account, and use that content on any account. The hitch, though, is that you will obviously only be able to use the DLC if you are using a version if the game that matches.
Example: I have Ass Creed IV both UK and USA versions. I used my UK DLC on my UK account, so any account on my PS4 can use it, but the version of the game I played is the US one, so I was unable to use it anyway.
To directly answer your question: You will need to make a UK account and use the DLC on that. It will work for all accounts on the system. You will also need to make sure that you play the game using that UK disc. On top of that, any future DLC will have to be purchased through that UK account, meaning you'll likely be importing PSN cards to get some money on there because your billing details won't work for it.
