And I spoke with Multiple GameStop reps in the US. This is everything I garnered from the convos.
You cannot pickup the Collector’s Edition IN STORE at any GameStop in the US (I am unsure about other countries). So you will not be able to
pick it up at any midnight release at any store. This means that you must pay full price when you buy it in store, and the store will only ship it to your home.

The Collector’s Edition comes shipped directly from the factory to your home. Too many people have ordered CE’s in the past and never picked them up, so now all CE’s are direct from factory. Certain Retailers have decided it should only be straight from factory. Our CE is one of them.
This means two things:
You must pay an additional $14.00 for One Day Shipping to play DA:I on release day. Otherwise, if you purchase the CE you can be waiting up to a week or two depending where you live.
You must pay the total amount 10 days before release. GameStop’s policy is a little vague, but they say that they will charge your account in full up to 10 days before the release date the total amount of the game. This means, no paid installments beforehand, etc.
So Basically, People in the US will end up paying $200 to play their CE on release day.
Also please be aware, there are a limited number left in the US and many stores worldwide have already sold out.
