If you ask me that could be one of the promotional item that produced for Taiwan, Singapore or China. Sony Computer Entertainment producing that kind of items mostly for those countries as a (giveaway - press) item and mostly those were given at Gaming events. But not sure exactly I don't know any information about it and never seen it before. Actually could be worth around $150 - $200.
