Yes it is a shame that some parts are missing (mostly just the discs). The only two complete kits are the Kinetic EyeToy and Warhawk as you point out.
The reason they are incomplete is because, well, I designed them... So I got finished copies back from Sony - but for security reasons, often they wouldn't supply the discs. Understandable.
Regardless, £5 is a bargain - you really can't argue with that price.
