I actually wrote an app that did EXACTLY that for my DVD collection:

I could easily implement barcode scanning here on CE.o unfortunately for it to work it would require that I know the bar codes of every edition in the database.
I do have the bulk of the NTSC barcodes entered but no one ever gives me that info when reporting games from other regions
