Here are my answers to your questions:
1. Most companies don't announce the edition size for CE or LE. The size it really depends on the company. Nintendo CE has low edition size, while Ubisoft has very large edition size for their CEs. My suggestion is to pre-order the CE or LE when they are available if you're interested in the game. You can cancel pre-orders from most retailers.
2. Most companies stick to it.
3. Again, depends on the company. For example, Assassin's Creed CEs will be sold out before release, but ton of them will be available after release. In most case, unless the CE is super limited (like the Borderlands Handsome Jack Collection CE, which is limited to 5000), they will pop up before release because some people might cancel their pre-orders before release.
