Those are the kickers really, region lock and language. One can overlook the PAL/NTSC-US "barrier" due to the games being released in English (and several with multiple language support). Aside from that, the next biggest kicker is the price + shipping + import duties.
And like Letrico pointed out, Japanese CE's come out with ridiculous frequency.
I wouldn't expect any single person to keep updates on every CE or CE variant coming out of the Japanese market. Some major titles do deserve the attention (Final Fantasy, Zelda, etc...) but unless it is A: overwhelming popular &/or B: an over-the-top CE, I don't feel it would be worth the effort.
That isn't just this forum, but in general. From my few weeks here/lurking, I doubt there would be much interest in half of my collection... being vintage/rare and PC rather than console. I just don't feel that vibe.
Being a Final Fantasy fan since the SNES release and cemented with FFVII for the PS... I just thought I'd toss the Japanese version in this thread.

I do not think region locking has a hole lot to do with if anything at all. If someone cared enough to want to play the game then they would find away to get a round it. If they have no intention of play region lock really does not matter. Money I would agree if it wasn't for the fact iv seen people willing to throw tons of cash on say something AC related its all in what people are interested language barrier aside. If it was a language issue then no one would be interested in say no one would be interested in say a rusian or sweedish AC ce for example that can not speak said language. It has to be a world wide popular fanchise or have that content like a steelbook that people like for people to go apes shit over.
As you said only those big name Japanese franchises outside like Final Fantasy or Zelda are all that is worth talking about. Even if its over the top I really don't think anyone is going to really care unless its an internationally recognized franchise or has that one little tiny piece of content people cant live without like a steelbook then people will probably focus more on that then the content itself. More then likely at least on this website chances are people are not going to have much intention to play a game they can not understand anyway they just want it for the sake of owning it kind of thing.
