Even if its over the top I really don't think anyone is going to really care unless its an internationally recognized franchise or has that one little tiny piece of content people cant live without like a steelbook then people will probably focus more on that then the content itself. More then likely at least on this website chances are people are not going to have much intention to play a game they can not understand anyway they just want it for the sake of owning it kind of thing.
I don't believe it is one singular thing. It is a combination of several. Scarcity, cost, subject matter, language, content, etc...

I can remember when ANYTHING from Japan was a amazing find. The internet has changed that a lot. The world was much smaller in the 80's & 90's.

Personal preference is another aspect. Some collectors want ever version of something, ever made, on every platform. Some only care about a specific platform. Some only care about specific regions. Etc... (That whole list of preferences is to big to tackle). For instance, I tend to get versions from the US and from the country of origin. (Though... I've really been thinking about the Japanese versions of x-com)

I don't think any one person should be soley responsible for a "collectible" from anywhere. It should be the fan(s) of a franchise/system who share the information and load. To me, it is less about having/being a reporter and more about sharing enthusiasm for something I like.
