While the game in question is, miraculously, in English, and a region free release, it is not a Region 1 release. The key here being "Mexico". And the key element that throws many people off being that many of the publishers operating in Mexico volantarily use the ESRB to rate video games as Mexico has no official requirement for video games to be rated, but most gamers their are familiar with said ratings system due to proximity with the U.S.A..
As seen below, The United States of America, The Dominion of Canada, and their territories are all Region 1 consists of. It is, interestingly, a region system that is based loosely on the DVD region code system.
