Yeah I was screwed over once and do not sell pre-orders much anymore. The issue is fussy buyer when this happens... as in they blame the wrong person and do not think you lost as well.
While I do not feel bad the scalper have to return money as that is the nature of selling... I do feel bad for those the buyers will take their anger out on.
