It is my understanding at this time all systems are region free. Buying anything retail should work as if released local except language and possibly the XO button switching.

The Vita is linked to the PSN ID that formats the Memory Card.
Digital items are linked to the region where purchased or the PSN region it is purchased.

This is why I suggested including the region of any posted devices, if they are Locked and if DLC is locked.

Region Locked:
- Consoles: a gaming console can only play retail games released in the region
- Games: games can only play on consoles in the same region
- PSN: a gaming console is limited to connection with its regional PSN.
- DLC: a game is restricted to use only DLC from its region.
....Region Locked games are always DLC locked.
....Yet Region Free games that are DLC locked are playable in any region but a regional PSN account in that games region is required to D\L playable DLC.

Na Games from mainland china can be played on any ps4 or vita games from any contry as long as there disc can play on any Mainland china ps4. The hole reason the ps4 got delayed in China was sony was working out with the Chinese government so the thing could be region free for disc after words microsoft just updated the Xbone. With the net China does not want Chinese going on foreign net or something. A lot of pictures of launch day i China just showed a bunch of Chinese with imported games because The ps4 released with 5 games only on launch day and the vita was only 4 and sense launch only about 2 or 3 games have came out on both systems there not much to anything. 3 or 4 games That are download exclusive come from Chinese indi developers. I should know I own rayman legends from China and enough foriegners have rayman legends on ps4 from China already. The Mainland China ps4 is only region locked from psn and other internet activities I am not sure how resticted it is when importing and game when playing online. As of right now I beleave no game on ps4 or Vita has any sort of online feature to know if you can play online feature in Mainland China ps4 games. Also Mainland China ps4 and vita games are released in Simplified Chinese (as required by the government even the titles) while Chinese games from HK and TW are released in Traditional Chinese. If the systems was not region free I feel the system would have suffered alot of sales because Chinese would get bored with near next to nothing to play.
PSN is region free you can get am american psn and get on hk, Japanese, Eu and so on psn store. Dlc is not exactly region locked how the dlc works is its based on the game id the dlc is built for one game Id so there are chances in europe were you can say buy the french disc and be able to use the dlc from Spain psn because the same exact game id. There even the rare case were an AU copy can work with EU dlc its all based on game ids from my understand not much to do with region locking. Then there are time were 2 differen disc ids are released in eu and you could by dlc and the might not work. It is a strange case by case thing when it comes to games. Sense psn is not region locked dlc/download games can be played on any single psn account as long as the psn account is active on the system after download you can change to another region account and play the game.
