Retail Games include a code which restricts the DLC that works with the game. This also limits where the updates are downloaded. Codes could include multiple regions and multiple codes maybe on a release. The code(s) define the PSN servers that are valid.

1) DLC must be downloaded from either an HK or TL PSN account to work with the game.

The game publisher defines the code for each game. An imported game could use the local PSN for updates and DLC if the game includes the code for that PSN.

Forgot to clarify that each game release is unique. This means a game released in a region more than once may not include the same codes.
