No, it's highly likely. A lot of stores withhold a percentage of stock in case of problems. If it was just a case of nor bring made, why bother going to the effort of 1 per customer and having to answer a question to prove you're a fan?
I got one last time purely by chance, as it was while I had partly given up collecting. Allan said he wanted this game (but as always, et me to check if there is a physical copy first), I checked and it just so happened to be the day it had been listed for sale, and I purchased it not long after it was listed/not long before it sold out
it was only when I came back here that I realised that it was sheer luck that got us a copy
