I did the same, and then contacted the customer care asking if the shipping restriction was an error, since videogames are not a restriced category according to Amazon itself.
They replied telling me they're sorry that I'm unhappy with the restriction and that they would take a look into the matter, but I didn't receive any follow up.
I doubt they will change this restriction. Why would they need to?
Btw, if a preorder is cancelled, does a copy pop up as available immediately? I cancelled an order for a CE on amazon.de when CEs were sold out and the item became available right away.
