They have been since they started the 20% off thing not too long ago. Every single CE I have gotten since they started that was 20% off. I think it is just that those listings were just put up and quickly added to the site since they were just announced (so not all benefits are working on those new listings yet).
At least this is what I think, and hope, is happening.
What I am going to do is wait a few days and then update the billing info and it should change/update. I will let you know when and if that works
