It is actually against eBay ToS to charge a buyer specifically for insurance. All you can do as a seller is include it in the cost of the item or the cost of shipping, but you cannot specify that the buyer must pay for insurance costs.
Personally, I pay for the insurance myself when selling items. It is a couple dollars to keep me protected and I have made multiple insurance claims to USPS (that were paid in full) for damaged items. Someone ends up with a free damaged item and I still have the money I was paid for the item.
