Indeed they probably made a little more to sell later on and in case of breakages.

It looks pretty good overall.
The PO deadline was 2 days before forsaken's release I think. Very bad decision from Bungie, people didn't even know the character yet. And we didn't know if the dlc was going to be good neither.
I am pretty sure cayde-6 will have a bigger ES. Lots of people like the character.
