There's a free update comming this October. Everyone's getting it so you do not need to buy the GOTY Edition that releases alongside the update.
However, it does not offer a story expansion but two new game modes (you can fight already beaten bosses again + boss rush mode) and three new outfits for Sekiro. There will also be a new online feature, where players can provide around 30 seconds of video for other players to help them defeat bosses.

The official site states that the GOTY Edition will be released exclusively in Japan for PS4. But that doesn't mean that another version for next gen might release later.
