No, there are no two steelbooks. There is only the Steelbook from Austria.
When you pre order in France, you will get the Steelbook as bonus, or you buy it from Austria (gamesonlay.at) and you get only Steelbook with included game.

There is an asia exclusive steelbook as announced by 2k Games Asia. That link i gave is their facebook page.
The only question is whether all are the same steels or whether the asia ones we're getting are different. From that teaser pic on the facebook page, it looks like a different steel.
