I don't think that this is an exclusive gamesonly.at steelbook as you will also get one when you pre-oder the game at Gamestop.de or game.fr too
The Asian steelbook looks indeed a little bit different...and it wouldn't be something new if there are more than one steelbook available.
If I'm right there is minimum purchase of steelbooks. So maybe all these store have 8000 available
that wouldn't be limited at all.
