In a sense, yes, as the graded one (as long as it gets a good grade) will be proven to be a certain condition, and more money will have gone into it (to get it graded) therefore the selling price would probably be higher than an ungraded one.
Then again, not a lot of people will spend the ridiculous prices that graded games attempt to go for on eBay (a lot never sell due to being listed for beyond ridiculous prices) so a non-graded one might generate more interest as theres less chance the price will be sky high.
Also, other members have pointed out that VGA isn't fully trustworthy - they will give friends high gradings illegitimately (or, it's speculated that they do) xx
