It's made by Jesse van Dijk, one of the finest digital landscape artists in the games business. He now works for Bungie Studios and some Hollywood Studios. (and previously for Guerrilla Games).
Some of the more affordable Vanguard and Killzone stuff is by him as well. Let me know if you need to know which ones (for legal reasons studios don't want to name individual artists on their IP to openly)
