Judging from the pic RyT posted;
I would say it's actually printed because of the '
caution' in the red box and Region stating '4' is most definitely printed.
Had the rating on the front been a 'sticker' then the aforementioned information would cease to exist and altered to correspond with Region 2 instead.
Plus, in keeping with the trend so far, SEGA have always printed copies specifically for Oz
And you can just ask RyT to confirm
