Didn't know this steelbook edition was released in PAL regions. it says it's published in Austria / Switzerland and Luxembourg but has no confirmation.
The contents looks exactly the same as the NTSC steelbook, the only real difference looks to be the thickness of the case.

You are correct, it is a US NTSC release, the PAL version in the UK at least came in a cheap cardboard sleeve.

Don't forget the better looking Dragon Age Collector's Edition from Asia, it came in a wooden box instead of a Steelbook.
