I thought the whole point of having more expensive Collectors editions is so they have all the contents from the less expensive editions PLUS the added new contents.

They are
they have done this with pretty much every AC game to date. They never tier them, just make them all contain different things to make as much money out of you as possible. It's a sly tactic, but it works tbh.
And I'm not really complaining, the more CEs I can get, the better
