I think it's because even though they are PAL they are considered a different region and they would get a unique edition for that region.

We can't feel too bad though, because the price they pay for games is seriously high.

For example, Killzone 3 Helghast Edition retails for $248 AUS or about £160 or $250 USD with current exchange rates. Which I believe is $120 USD more than the US pays for theirs .
