Yeah, if the fraud system still has you flagged, it will not take payment even if you have the money available. That's what was happening to me, despite having the money sitting in my paypal account. I'd definitely give them a ring if I were you.
Yeah, the times are really odd. And pretty annoying too, have to waste half the day away before you can even contact them
