MY knowledge of PC collector's Edition is some what lacking. As far as I know, it was only a US,CA release, just like the Xbox 360 version.

Thanks .Was a tad strange though, the CE is shipping from Germany but the seller was refusing to sell it to anyone in Germany.

It's likely because it's not USK certified game which means the game was either banned or restricted in content. The US/CA will be uncut.
