So unless otherwise noted they are pal region right? For example the first mgr u say its the us version, the second mgr you dont say that. Is the second one pal or ntsc-u ?

Yes, you are right. If there is not mentioned Canada or US, there are the PAL - European versions. You can access the DLC from MGR PAL, using an European PSN account for download. Afterwards the content is available for any of your PSN accounts either if it's US, Australian or Asia.
