I'm not saying it's definite, in fact I'm sure it's not. BUT, just to be safe, I charge a flat fee and then refund your money afterwards. The alternative is I quote you a price, it turns out to be incorrect at the post office, and then I have to pay out of pocket or come asking you for more money.

Better you pay more and be sure of a refund.
