I think Capcom may have under-estimated demand for these special editions.
Marvel vs Capcom has always been a popular series, just look at what sealed copies of the previous games go for these days. Also, NA doesn't get many steelbooks, so there may have been a manufacturing bottleneck at some point. Eh.
