Your DLC needs to be the same region as the game.
Your profile doesn't matter because you can work around it, for example Onechanbara, I got the R1 Banana Split version. I then need to get DLC from only region 1 as R2 won't work with my R1 disc BUT, I can download the DLC on my US account and I can access it fine with my normal R2 account without needing my US account signed in.
So no, I don't think it'd work.

I will download the free DLCs and buy the European Heart of Stone and install it in my R2 (Europe) PSN account, and play the game from my R1 (NA) PSN account.
And what if I buy the R1 Witcher 3 Game, install it to my R1 account, can I still access the same Save File? Since my Save Files were saved under the R2 Withcer 3 game, and played using my R1 PSN Account.
