Yeah I confused why is it required? No-one else here has ever asked for something similar as far as I know?

why? Because If you change your mind in the middle of ordering I will pay every extra taxes. I will lose 10 euro for shipping in Czech, 6 euro for paypal fees and my time. So thats why they are binding, or what english word is for that...

Surely you only ship once it's been paid? Even if you have to refund it for whatever reason you don't get paypal fee's if it's been refunded.
