The first one looks more like a promotional picture. Some pre-released artwork of what the final product will look like.

I had the Steelbook from the UK and the one from the US Special Edition in my hands and I can guarantee that these are absolutely identical.

There are 2. US had the "Not for Resale" while UK got the rows of words

Other than the words at the back everything else is the same.
