They will just amend HR 1981 with the SOPA/PIPA details and run it through the voting process. HR 1981 (http://www.govtrack.us/congress/bill.xpd?bill=h112-1981) is already pretty bad to begin with since it requires your ISP to track all of your web activity for 18 months.
