Looks like you can just wait for USA sellers to sell it on ebay for $20 or so since it comes free with pre-orders.

Too bad Canada doesn't get it free

We might still get it. Bestbuy Canada gave out the Prey steelbook for free with all pre-orders. They might decide to do that for Tekken 7 as well.
