I believe the European CE steel and the FS steel are the same

There is also the red son edition in germany and australia

So 2 or 4 steelbooks depending if you count steel sizes as different steels

Steelbook in the middle of the above photo was the original artwork for the European CE, it has since changed to the black/gray one in the right of that photo

Have you seen any retailer or CE that has the middle steelbook listed?
